Richard Belcham is a seasoned professional with a distinguished career spanning the civil and mining industries. Last 10 years turnover approx. $90 million. Beginning his career as a diesel fitter, Richard's expertise and leadership abilities propelled him into senior management and ownership roles within plant and civil works operations. His career has taken him to remote and challenging locations, including West Africa and Kalgoorlie, where he has honed his skills and made significant contributions to the industry.
Richard's extensive experience includes playing a pivotal role in the expansion of several prominent Australian mining equipment supply companies. From 2011 to 2024, he managed OCM Equipment, overseeing the operation of over 90 large Caterpillar assets across Australia's gas, coal, and iron ore sectors. His stewardship was instrumental in the company's evolution, and with the support of new management and shareholders, he successfully transitioned the business into what is now First Nations Civil and Contracting.
As the Managing Director and shareholder of First Nations Civil, Richard is committed to delivering exceptional outcomes for clients and ensuring the successful operation of mining and civil businesses. His deep understanding of client objectives and operational excellence continues to drive the company's success and growth in the industry.
The last major one was Dugald river where we had some 55 pieces of plant for 12 months, this project was to build the foundations for a new processing plant and a new tailings dam wall. We supplied the complete fleet with maintenance and approx. 20 of our operators were there.
Prior to that one that stands out was Inpex in Darwin where we run 28 road trains & 13 graders building industrial hardstands for the new gas plant for approx. 2 years.

With over 30 years of experience in the construction industry, Jeff Twidale has established himself as a leading figure in delivering large-scale infrastructure projects across Queensland and Australia. His extensive portfolio includes residential subdivisions, agricultural infrastructure, and civil works such as roads and pipelines, as well as several notable rejuvenation projects.
Jeff's deep connection to the land—both spiritually and physically—stems from his upbringing on country, which has enriched his knowledge and management skills in construction. This profound understanding enhances his ability to oversee complex projects with a unique and informed perspective.
A passionate advocate for improving economic, social, and health outcomes, Jeff is especially dedicated to advancing opportunities for Aboriginal and Torres Strait Islander communities. As a director and shareholder at First Nations Civil and Contracting Pty Ltd, Jeff leverages his extensive expertise and commitment to drive the company's mission of fostering positive change and delivering outstanding results in the construction sector.
Through Jeff’s career he has seen many significant milestones including the development of 2000 houses blocks - Nrg Gladstone, Gladstone showgrounds and a 400 acre dam for Qld Alumina in Gladstone, as projects he has worked on at a senior level.

Business Manager
Jeff has been employed in the construction industry for over 30 years. His experience has been in large infrastructure projects throughout Queensland. These include residential Estates, agriculture infrastructure, road construction and pipe services construction.

Richard Belcham has worked in the civil and mining industry all his life starting as a Diesel fitter, it is from this beginning that gives him the knowledge and understanding of what the requirements are to be successful in the mining and civil industry.
Business Locations
First Nations Civil Contracting currently operates from main office and workshop based in South East Qld and a second Depot in the Northern Territory.
Administration
First Nations Civil Contracting handles efficiently the compliance, human resources and systems required to run an efficient business. Our administration staff works in a positive manner to work closely with our clients in an effort streamline and processes that are required.
Operators
Most of our operators are long term employees that have particular skills that are very valuable in our industry.
We are proud to offer our clients highly skilled final trim grader and excavator operators that are experienced in plan reading, pegging and more importantly the confident users of GPS.
Our operators are widely known and often we have requests for machines and particular operators. We have local SEQ/NSW staff and FIFO operators that are all team players with a respect for site safety and paperwork.
Training and employment of First Nations People
Through our strategic partnership with Bamara Training we aim to increase our workforce to a minimum of 20% First Nations People.
Our Committment

We are looking for longer term jobs that will allow us to transfer the skills from long term industry professionals to trainees and to increase the business strengths in community whilst delivering projects and positive outcomes for our clients.
